The White House Office of Management and Budget (OMB) proposed a new “Regulation for Federal Financial Assistance” rule, which will expand political oversight of grants to ensure grants align with Trump Administration priorities. Among the proposed changes:
- Peer review would no longer be binding. Political appointees would be given the ability to override the peer-review process recommendations.
- Grants could be terminated at any time for any reason.
- International scientific collaboration would be prohibited.
- OMB would require pre-approval for conference attendance and professional memberships held by grantees.
